Manitoba was the pioneer province to establish a Provincial Nominee Program (PNP) in 1998. As a relatively small province with a limited number of newcomers, it required the PNP to position itself as a preferred destination for skilled immigrants. The Manitoba PNP utilizes an Expression of Interest (EOI) system to manage the profiles of immigrants interested in applying for provincial nominations. Immigrants applying under MPNP's Skilled Worker in Manitoba, Skilled Worker Overseas, and International Education streams must create an EOI profile.
